I have done a lot of reading on this site and also called CBP/DMV to confirm few things for importing personal vehicle from Canada to Virginia.

1. Would not have to pay any duty at the border (confirmed over the phone with CBP)
2. Need to bring EPA/DOT compliance certificate from car manufacturer (2006 model)
3. HS-7 Declaration form at the border
4. EPA 3520-1 EPA form at the border
5. Certificate of title and registration at DMV

The only thing I am not sure about is - am I exempted from the 3% "Motor Vehicle Sales and Use Tax" in Virginia? This car was purchased from dealer (Toronto) as new in 2006. According to dmv site (sorry, I don't qualify to post a weblink) - there is a 3% tax on new registrations (unless exempted). I called DMV and they were not sure either, she suggested me to goto local DMV office and ask them. Has anybody imported in VA? Please provide any info. or suggestions - I dont want to end up paying $500+ tax.

When the HS-7 is stamped after you get the EPA test done, take that to the DMV when you get the title transferred, there should be no tax at that point, I know Florida tries to apply sales tax at that point unless you show them that form with some sort of proof it was part of your personal effects.

This VA tax sounds slightly different though, but from the sounds of it, it's aimed at new vehicles being imported by people who live there. You don't live there and you already own the vehicle so I'd suggest showing up with the HS-7 and proof that it's a personal effect (the old title and registration should suffice, not sure what's on the HS-7, been awhile since I did it). If you swap your DL prior to doing it, make sure you have a good legible copy of your Ontario DL as well to prove you lived there.
