Moving cat from Canada to France

Has anyone had the experience of relocation from Canada to France and taking their pet with them? I have been trying to get definitive information about what paperwork we need for our cat. Also, moving our personal possessions ie furniture, without incuring duties and/or taxes. I believe that we need a Cerificat de Changement de Residence, but, the French Consulate in Toronto refuses to deal with us as we are not French.
If anyone had had recent relevant experience of either issue, I would love to hear from you.

yes, the page is blank for me too. I do have some information from other french sites but I am hoping to hear from someone who has actually done the move, just to be sure that I have the correct information.

What have you heard so far? I'd assume you need to get certificates of vaccinations, and maybe keep your cat in quarintine when you arrive.
