You can, one of my relatives got one without an SSN, she got a letter saying it was being processed. She went to one office and they wouldn't accept her application without an SSN, but the next office she went to said they would accept the letter.
Seeing as it says "ten days" and there's no way you're going to get an SSN that quick they have no option but to process the application without an SSN unless they want to violate their own law. You can get a licence if you don't qualify to get an SSN as well.
