How would an officer conclude intent to immigrate if a woman shows up at the border to visit her mother-in-law, when all you can ask is where she going, lives, where her family is, all of which would be honestly (and with documents) answered which give no indication that she is leaving Canada, nor any indication that she and her family do not live in Canada -- since they DO!
