Does a NIN come with the working holiday visa? If not how do I get one and where?

NIN you have to apply for when you get to the UK. You have to show that you are actively seeking work or have a job. You can bring in rejection letters via emailed or mailed to you. Or pay stubs from a job in the UK.
It takes over a month usually to get an appointment at the Job Plus Centre where you need to call and make an appointment.
If you are working before you get you NIN, the company you are working for will take off emergency tax, which is really high, 30%. So it is best to get you NIN as soon as ya can.

Soon as ya can?

August: booked an appointment (I had to go in person.)
October: went to appointment (1 hour long.)
March: received NIN

Wow..that was a long time. Guess I was lucky. Called in October when I got to the UK, went in for my appointment November and had my number mailed to me less than 3 weeks....
