The law is essentially that he must prove non-immigrant intent.

According to the State Dept:

The following Canadian documents are generally useful to help establish ties:
- Letters of employment showing salary, hours worked per week, and amount of time on the job;
- Pay slips and tax documents;
- School attendance records (tuition payment, grades, letters of acceptance, etc.);
- Property deeds, rental agreements, automobile registrations;
- Monthly bank statements.

The following documents are generally not useful:
- Credit cards and bank letters;
- Letters of support from third parties;
- Airline tickets.


Legally what they're looking for is proof of abode abroad and proof of sufficient funds to cover the trip.
