New J1 while on two years home residency requirement

Hi all,

Last year I was a visiting student in the US for a month on a student J1 visa. For some reason I am subject to the 2 year home residency requirement. I know that this prevents me from changing status while in the US or applying for H1 or L visas.

My question is: does it prevent me from entering the US on a new J1 visa?
