Having read it now in detail, the CIC has yet to publish regulations on the subject so it's impossible for anyone to say exactly what the rules will be until they're published in the Gazette.
Reading through the general blurb though, worst-case scenario, dependent children would be able to get permanent residency pretty easily because the parent is a Canadian citizen.
