Non-Resident Canadian, returning to Canada for Education.

Hi, I am a Canadian currently residing in the UAE and since I have been residing for the past 9 years I have cut all ties with Canada and am declared a non-residential Canadian (I think?).

Since I got accepted into Mcgill this year, I plan on attending my education there in Quebec and therefore re-establishing my residency in Canada.The last province I resided in prior to moving to the UAE was Ontario and I believe the only aspect left is my OHIP card which I haven't used since then.

Since I suffer from a chronic illness, I need health insurance once I land, and I probably will land in montreal when I leave to canada this august.

My questions are, would I be able establish residency in quebec so that I can take advantage of the cheap tuition fees and the Quebec student asisstance program or would I be deemed an Ontario resident instead ?
If, I am deemed an Ontario resident would I be eligible for OSAP or would I need to reside in ontario to obtain residency?

You have no residual benefits from your old health plan. You start from scratch.
OHIP will not cover you for 3 months. RAMQ will cover you immediately upon getting an address. This is because you are a Cdn citizen.

As for school, you will not be considered QC student because none of your previous schooling was in QC. You wil be considered out-of-province, not international, however.

I think you can check this with the source. McGill students are usually pretty savvy.

Well it depends on your eligiblity and performance,you may also get more information on it
