Passport Expired, Citizenship Card Lost - HELP!

My husband's passport is expired. His sister's graduation is next year and he very much would like to get back to Toronto to attend. Usually renewing passports would not be that difficult except that the citizenship card he needs was accidentally thrown out by me. (Long story, don't ask.)

I understand that replacement citizenship cards are in a 18-month backlog.

Are there any special circumstances for him to be issued a passport in the meantime? He called the embassy and embassy said to call the consulate. The consulate just says to fill out forms.

We live here in the U.S. where he is a permanent resident.

The Canadian Embassy told you to just "fill out forms?"

I'm pretty sure you're not able to apply for your passport without your citizenship card because I recently applied for my passport and I needed to prove in fact my citizenship. I did that with my birth certificate. There should be a way around it in the event of an urgency but I would suggest to contact passport Canada to ask if there are other alternatives. Meaning try and get a second opinion...

Just my suggestion... Hopefully someone else could add to my mess..lol

Edit: I've just obtained this info from Passport Canada. You need ONE of these documents as proof of Canadian citizenship

"If you were born outside of Canada, you must provide one of the four Canadian citizenship documents below:

Certificate of Canadian citizenship
Certificate of Naturalization in Canada
Certificate of Retention of Canadian citizenship
Certificate of Registration of Birth Abroad "

CBSA will accept a US LPR card, and he can re-enter the US using that.

Bear in mind all this "you need a passport" stuff is on the US side, a Canadian birth certificate and a US drivers licence can be used to enter Canada from the US and a US LPR card can be used to re-enter the US without a passport, an LPR card is acceptable ID under the WHTI.

If he's not Canadian-born, he can use the LPR card. It's not commonly done but it is legal, because people can get LPR cards who have no proof of citizenship and Canada will recognize that. The only thing that makes it a bit iffy is that he is in fact a naturalized Canadian from the sounds of it, so give CBSA a call and check.

Yes, he is a naturalized Canadian citizen. He was born in France (Parents are Portuguese) and has a certificate from when he became a citizen.

Beware that some citizenship "certificates" are no longer acceptable.

If he's flying he may want to check with the airline to find out of a green card is adequate ID to board the plane. It *should* be, but check to be sure.

So he is a Canadian and French citizen, has a claim to Portugese citizenship and will eventually qualify for US citizenship. Yikes.

I knew a girl once who had Iranian, Swiss, British and US citizenship.
