You don't technically "renew" a passport in Canada. You are basically applying for the whole thing all over again.
Only difference being that whereas a Canadian in Canada doesn't need to follow the strict requirements for a guarantor, a Canadian expat has to follow the old rules. Odds are, if they don't know one of the "approved" professionals for two years, they will need a Certificate in Lieu of Guarantor as well, which costs extra.
