I would like to know if I am eligible for RAMQ coverage. I have recently been informed that I may be eligible.
I was born in Ontario, but lived in the United States for 14 years before starting university in Montreal. I hold both Canadian and US citizenships. I began attending university in 2009. I didn't think I was eligible for coverage because the Regie would think I was from the United States. However, I now realize that as far as the government of Quebec is concerned, I am only a Canadian citizen. Having lived in Quebec since August 2009 (with a 3 month break while I did an internship in the United States), I am eligible to vote in Quebec elections. Naturally, this would make me think that I would be eligible for more services, namely health coverage.
Now, I know the RAMQ says that students from countries other ones with reciprocal agreements are ineligible for coverage. However, would they consider me to be from America or from Canada?
Does anyone have any similar experience or insight relevant to my question? If there is a chance I am eligible, it may be worth spending half a day applying for coverage at the RAMQ office.
