question regarding student visa?

Hello, can someone please answer a question for me regarding the US student visa.

my brother wants to move to the US for a few years to do his degree but he currently owes 20,000 in collections in Canada for his national student loan, will this permit him to go still or will the us government want the collection paid in Canada befre he can go?

The USG couldn't care less. Why would they, he has to pay foreign tuition if he goes to college in the US.
