You need to transfer the title to a PA title, and you can't do that without the import paperwork, so you need to formally import it. That CBP website is basically chapter and verse on how to do it, you declare it, they conditionally allow it in until you get the EPA check done (they will tell you where to go to get it done), then you go to the local CBP office with the paperwork to get it fully cleared, then you go to the DMV with the clearance paperwork and the Ontario title to get it transferred. There may be other paperwork they want (proof of insurance, etc.) varies depending on what State law says. Once you've got the title then you can register it.

It's been a long time since I've done it which is why I posted the link to the CBP website, I remember the EPA check and having to get the clearance but I might have forgotten something.

Alright, so when I come back to PA from Canada next weekend, do I tell the border guard that checks my passport/I-94 that I want to get the pre-EPA clearance? or do I have to go elsewhere to get the initial clearance done?

that's the part I'm not clear on is where I actually initiate the process.

You declare it to CBP at the border and tell them you're importing your vehicle as a personal effect.

Please advice how can I get PA licence plate?
I am Canadain working in USA on TN visa. I brought my Van 2 months ago when I moved here on 1 year TN visa , At the boarder they did not ask or provide me any custom paper for my Van. Last week I went to this place to get Licence plate that lady asked me custom paper which I did not have it. She said go back to boarder and get custom paper..... was not much helpful. so please help where should I go and what paper do I need , I am sorry I dont have much information so my question is not very clear .

My Nova Scotia plate will expire on April 2009 and my TN is valid till Oct 2009.

Your question is answered above in this thread, you need to take the car back to the POE, re-enter and tell them you're importing your car.

Hi there,
I have a question, I have an American Driving License, issued in Florida in 2000, it was expired in October 2006. I am not an American citizen, I just visited US and I took this license from there. I live now in Bahrain, Where I couldn't exchange my Americain driver license because it is expired. Is there anyway, to send it back to Us via mail and exchange for a valid one???
