questions please

Is there a specific requirement for the tn letter as to who should write it? An executive director? manager? Also, after visting the states for 6 months, do you think it's okay to go back to Canada strictly to process the tn and then come back? Will they see this as a problem in terms of being in the states too long in spite of the fact that the visit was totally legal? I have plenty of family in Canada.
