release from social service

hello,

I am canadian now living in mexico city. I am hoping to start working soon. I am a nurse and have found a hospital that is interested in hiring. But before we can begin the hiring process i need to validate my studies and I need to get profesional cedula (license). To get this I need something called a release from social service. I studied in canada and am told that its the school that is suposed to provide it. Can anyone help me with this. How do i get it, where do i get it from. Anything would be helpful
