My understanding from the CIC blurbs is that new skilled worker applications may be delayed under the new CEC priority system. Or at least they will be, they're sort of being vague about it so they don't get a flood of applications.
How long it takes to get your visa will depend on what the priority is that you get, based on this new system that may or may not yet be in operation. And whether you fall in it, which you won't unless you did the CEC paperwork which is being introduced.
It's not particularly transparent unfortunately.
I get the strong impression however it's going to take a couple of years for the priority system to come fully into effect, so it probably won't have a significant impact on your application.
The mistake CIC made imv was dropping the points needed from 75 to 67 in 2003, which basically means almost anyone with a BA and a few years work experience can come in as a skilled worker. I thought 72 made more sense because that would have meant you would either need a master's or have to be married to someone who had a BA who was accompanying you (or already be employed in Canada on a work permit).
So now over the last few years the paperwork has mounted and mounted and they've had to come up with a priority system. I still think jacking up the number of points needed would be a simpler thing to do while they sort out this priority system.
There is a need for a priority system, but they can't do two things at once.
