I brought my cat over from Canada, but there was an 18 month delay because of the difficulty I ran into with finding a place that would allow a cat. It became such an ordeal I had to give it a rest for about a year (3 moves later after taking flats I shouldn't have due to desperation). Finally something fell into place on my second go at fin when I thought I would have to give up on the idea.
I would say be persistent, you are more likely to have luck renting privately than from an agency. Also it may help to see the flat, if you like it, you could then mention about the cat and offer to pay a bit extra per month then they are asking.
Apparently it is illegal to put a blanket no pets clause in a lease agreement but permission is required from the owner to have a pet in the property.
Anyway I love having my cat here with me in England and am happy that I persisted and got her here in the end.
