romanian orphanage

I would like to know if there is someone here who has ever work in a romanian
orphanage.

I know of someone who worked for a construction agency that did some work for an orphanage in Romania - He was appaled at the conditions (no plates for food, utensils, etc).

This was many years ago though - I'm hoping things have been improved on since! I also heard something about the Romanian government making it easier for foreigners to adopt Romanian orphans, but I don't know any specifics.
