I will soon be sending my foreign born (Canadian) son to Quebec for university. We are non-resident - I left Manitoba when I was 4 and he has never been resident. I suspect I should be filling in some paperwork, but I am not sure what. As a student it doesnt look like he will be considered a resident of Quebec, so I am not sure what he would be! Has anyone dealt with this issue?

As long as you registered him as a Canadian citizen, he gets a Canadian passport and that's pretty much it as far as immigration goes. Students can claim residency of where they came from while they are studying, so that avoids him paying tax on any money you send him while he's in Canada.
