Having faced that the Right of Abode might have been 12 weeks, I hate to say it, but the Settlement visa for Spouse of British National will most likely take 12 weeks. They keep it nice and vague on their site, but from the research that I did, the difference is related to whether or not there is an expiry date. That being said, to give you any glimmer of hope, if you look on the Border Agency website, they have a 'Settlement' section, which only talks about Permanent Residency only. Not sure if that brings hope or not. Most of the people on here are going for Ancestry Visas, or Holiday visas, which only last up to 5 years - as these expire, they are non-settlement.
