How does it work and is it applicable to just about anyone? Can an American "sponsor" a Canadian citizen?

Only if they're directly related, such as a spouse, mother, or father, brother or sister.

It also takes a long time to get approval. They don't necessarily need to live in the US either, but it must be an immediate family member.

Employers can sponsor Canadians for permanent residency but rarely is it directly done that way due to the wait time. Few employers will hold a job that long unless they're doing you a favour. Plus you must have the qualifications and experience to fit into that employment category.

Usually if it's employment-based the employee is already there on a work permit such as L-1B or H-1B and is sponsored by their employer.

Thanks for those replies.now here is one more.

I'm US military. If I were to marry a female Canadian.what options would she have as far as carrying dual citizenship, or would she have to do paperwork to become an American? All hypothetical.what happens to a Canadian-born citizen if they marry an American?

You would have to sponsor her as your spouse. Nothing is automatic, she doesn't automatically get US citizenship thru marriage to you, first she has to apply for permanent residency, and then after 3 years of PR she can apply for citizenship if she wants (she doesn't have to, she can remain a PR for life if she wants, many do).
