Starting a business in the US

I'm looking at starting a consulting business in Canada but eventually want to move to the US perminently.

I know that you used to be able to live in the US perminently if you owned a business in the US and provided employment to Americans.

Is this still true? And what are the rules or requirements surrounding this?
