Tax Canada/COsta Rica

Hello-
I note CR doesn't have a Tax Treaty with Canada. Does this mean the Canadian withholding tax shall apply ? I understand CR has no income tax on income earned outside CR am I correct? I wish to seek residency status for tax purposes and retire in CR. Any info gratefully received.

Becuase of no treaty, it means you MUST sever almost all tries in Canada to be declared non-resident, or else Cdn tax will attach to all world income.

And, even ifyou do break ties, it means that there will be non preferential tax rate for your Cdn income :iT will be subject to flat 25% withholding tax.

Your pension income *might* have reduced tax if it is 90% of your world income.

Any suggestions as to professionals or "experts" that can be engaged to plan moving offshore and tax related issues?
