The best way to bring mom to the US?

I am a naturalized US citizen and my mom wants to come live in the US to help take care of my kids. She has been coming here for the past few years as a visitor.
She's a Canadian and she has never had to get a visa to visit.
Can we apply to change her status while she's here or should I apply to sponsor her while she is outside of the country?
She has no special skills so I'm sure she doesn't qualify for a work visa.

You need to file an I-130. Where the best place to do it from depends on how much you trust USCIS and their processing times.
