Since i am a Canadian resident, I need to apply from Canada unfortunatly.

By the way, little event in my day, by bank won't give me a letter of authentification for my internet bank statements. Great. :-(

Good luck to you Famous and congratulations to you atb. Lucky you! (even if I doubt luck has anything to do with it)

neither my fiancée nor i supplied certification for our respective internet bank statements that supported our successful application for a fiancée visa via the toronto vac, so i presume that it's not absolutely necessary.

We also applied through Ottawa 2nd week of September and it took 16 business days from their first notification email (thanks to atb above for letting us know about the timeline, I was starting to get worried!)
The wait was unbearable but I guess it was in line with the expected 5 to 15 business days. I read somewhere on their website that ALL tier 1 migrant applications are considered non-straightforward and thus take longer than the minimum 5 days.

Hope this helps anyone else wondering about how long it takes.
