It depends on whether you are a temporary resident. For the purposes of car registration it depends on what Vermont considers residency in the State, which usually means it is your principal residence. If you're just working in Vermont and still have a home in New Brunswick which is your principal residence, then you don't have to do anything.
If you are living in Vermont then yes, you've got to transfer the title, get plates, a DL, insurance, etc.
Bear in mind that your car is part of your personal effects and contrary to what a lot of CBP officers say, there is NO DUTY payable! (Provided the car has been in your possession at least a year). And make sure you get that in writing from CBP because some States hit you up for sales tax when you transfer the title unless it is part of your personal effects.
