It has nothing to do with airline -- anywhere.

Air Canada flying to Britain clear customs in Britain. BA flying to canada clears customs in Canada.

This is a US/canada arrangement -- not an airline arrngement.

By the way, I still have valid B1 visa. And I have a company in Canada. The problem is that B1 is in non-canadian (and expired) passport.

Anyway, may I work under B1 for canadian company? temporary work in USA (corp-to-corp, business trip for 1 month, salary paid in Canada, etc)

I-275 is polite... "allowed to withdraw"... Officer spoke to me, then asked to wait, then went to the office (probably getting approval), then this paper (3 pages instead of usual 2, with many details on 3rd page)

That is exactly what a formal withdrawal of TN application means, that you cannot be admitted into the U.S. CBP must have discovered or suspected you had some element of immigrant intent and you were rendered inadmissible and asked to withdraw the petition.

MC is incorrect. he was merely denied entry on TN, and chose not to enter in another status, since he had no need to.

An person who is found inadmissable is issued an I-275, but issuing of an I-275 is not always because of inadmissability.

Correct Nelson. His I-275 would not prohibit any further attempts for status but he would have to exercise caution with further entries. The letter is the primary issue that needs addressing. Hopefully there are no other secondary factors or reasons such as immigrant intent that might serve as an aggravating factor when reapplying for immigration status.

Nothing wrong with reapplying. Many thanks to really Professional services on the border!

1. They don't know anything about "Evaluation World" which provided me with evaluation af accreditation/degree

2. They didn't find in evaluation report how much time I spent learning Computer Science

FORMALLY: you should provide proof that "Mathematician" from Moscow State University Lomonosov (25 years ago!) has necessary knowledge on Computer Systems (as up to date)

UNFORMALLY: Our border protection services (across U.S.) don't know anything about "Evaluation World" company registered in USA... it's first time when we see such a paper in a A4 format obviously "made in India"... http://evaluationworld.com/

UNFORMALLY: You should get your evaluation report from University of Toronto

Ok... the problem is I lost my official transcript 15 years ago... there is only one company/university, ICAS Canada, who can send an official request to Ministry of Education of Russian Federation, it may take 2-6-12 months...

P.S.
Why to lie???
I am obviously having Corp-to-Corp contract. I have a company in Canada, and clients.

Why can't I apply for B1 without any problem?

(I have still valid B1 in my expired passport)

And again, thanks to Officers, they were very nice, friendly... they are just doing their job. They are Professionals, and they expected from me to be Professional. But I was simply not ready to get it; I've never been thinking (sorry for my Russian) about "accreditaion evaluation", "computer training 25 years ago", etc.; I've never had such  dreams.
