I got a job offer for a job in the U.S.

Can I apply at the border for the TN visa 4 or 3 weeks ahead of my start date? Or is the 2-week rule strictly followed?

Ideally, I would like to get the visa without entering the U.S. yet, then resign from my job in Canada and arrange all my stuff. Then leave for the U.S. to work.

(My predicament is I don't want to resign yet unless I have the visa).

Pls. provide insight on this. Thanks.
