In part II, section 9C of this form, it asks for RESIDENCY STATUS UPON MY/OUR ARRIVAL

1) Resident

2.a) Non resident - emigrating to the US
2.b) Non resident - visiting the US

Which is the appropriate field for TN? "Visiting" doesnt seem to apply to working, but TN workers arent emigrating to the US, are we?

I'd say 2(b), it's for tariff classification, either way it's the same rate for personal effects, i.e. zero.
