Don't confuse a PR and a Citizen, they are not the same.
ONLY Canadian citizens are exempt a Visa.
Well, what are the scenarios for the followings:
a) Can a Canadian PR get a TD at the boarder or MUST/CAN get it at a US consulate office in Canada, or MUST get it from the person's home contry's US consulate?
b) Can a Canadian citizen get a TD at a US-Canada boarder rather than getting it from a US consulate in Canada?
