No, self-employment on TN-1 is not legal, doesn't matter how complex you make it (e.g. Canadian corp with a US office hiring you, etc.), if it's not arm's length, it's considered self-employment.
One of the company already work on it's website that they don't do any sponsor even for non-immigration work permit or temporary work permit.
It's of dubious legality to have that on their website because of the Civil RIghts Act. If you show up at their office they cannot legally ask you about your immigrant status.
However, even though it says this most US companies don't realize how simple TN-1 is to do, because all it requires is a carefully worded job offer letter, in some cases a regular job offer letter might be enough.
Actuary analyst is not on the NAFTA job list, that's the problem.
