Well the definitions in the FAM come from the OOH, and the OOH is used by USCIS for various things related to work permits. So if you match the description in the OOH you should be okay.

Actually I think I was confused with the CBP field manual, that one contains the definitions in the OOH (although the FAM probably does too).

There's also a specific NAFTA manual that USCIS and the State Dept. use, I can't find it on-line though.
