Well you either are a resident of Manitoba or you aren't, if you maintain residential ties to Manitoba, have an address there, pay
taxes etc. then you are entitled to healthcare there. I know there are these screwy provisions in certain healthcare plans, like in OHIP about how many days you have to be physically present, but there's no way of the Province knowing how many days you are physically present and enforcing those provisions against someone who is actually paying the taxes in that Province is next to impossible, imv. They have no evidence (you can't be forced to testify against yourself) and how would they withdraw it, through arbitration? Is it even a criminal offence? "Well your honour, the defendant has a driver's licence here, pays taxes here, and has a home here, but we have a feeling he hasn't actually been here for so many days so we want him to be fined for not turning in his healthcare card."
Not going to happen.
The real problem is the limitations they put on out-of-Province claims on the programme, that's why you need the travel insurance.
