UAE visa on arrival? Help!!!

I'm a Canadian living in Bahrain and have resident status here and CPR. I'm trying to find out exactly whether or not i can get a visa on arrival in the UAE as a GCC expat resident...

...lots of conflicting info online. UAE embassy in Ottawa website says I can but the visa service through Etihad's website says no...

Help!!!
