this is possible to happen if there is something amiss in your documentation or they need to check something. I received mine back extremely quickly, and I was told that there would only be a delay if there was a problem with my documents. It's possible they needed to check something. But if you're entitled to live in the UK, they'll let you in.

I'm not sure if you can. I crossed over the border at Paris for a weekend getaway before I had my visa, and there's no border checks after that. All I know is that if you live out of the UK for an extended period of time after being approved for the visa, you may not get approved for you Indefinite Leave to Remain after the 5 years, which entitles you to apply for British citizenship.
