Could you clarify when they first claimed Cdn PR status -- if ever. Or are they just being granted that status now?
If your parents have not yet claimed cdn PR status, Your parents can "land" temporarily in canada, get PR status, and return to US, this can be accomplished quite quickly (few weeks maximum). They only really need to move permanently to Canada within 3 years.
Once, back in US, thay can apply for US citizenship as planned in December; Once they have US citizenship, they can leave withoiut fear of losing it, and can work at maintaining Cdn PR status.
There are no travel restrictions placed on them, and getting the PR card in itself has no eefect on the US PR status, nor the eventual right to apply for US naturalization.

Now, if you are saying the got Cdn PR in Feb 2007, and have not yet lived in Canada, then yes they are running into a time crunch. They need to do whatever they can to get citizenship before that feb date.
It is very difficult (but certainly not unlawful) to try and actively maintian both US PR and Cdn PR, particularly if one has used up their absentee time for Cdn PR.
