utility costs?

Hi there, I am lookin to move to australia in the fall and I was contacting some retail agents and I asked what approx. cost of utilities are there for a house. They told me $100/quarter of a year for power and $50/quarter of a year for water. So thats only $400 a year for power. This seems extremely cheap compared to prices for utilities in Canada. is this correct?
