Visa Procedure for Quebec to work in Paris??

Hi,

I have a friend from Quebec looking to relocate to Paris.

They have a job offer already and keen to get started - does anyone know how long the procedure takes to get a visa to work in France and whether this can be done in Paris?

Any advice would be great - thanks!
