You might qualify as a skilled worker without needing sponsorship, take the test on the CIC website and see if you qualify:

Applications though are taking about 2 years at present, there are employment agencies in Canada that can assist you with finding a job and help with the work permit process. Bear in mind though that it is illegal for them to charge you a fee for the immigration paperwork, although many try to. If you get a work permit I'd say you would find it relatively straightforward to get permanent residency, as you have some experience already and a degree.
There are a heck of a lot of Filipinos in Calgary, that much I know for sure.
