It's definitely illegal, I know someone who was denied entry when they mentioned it to USCIS at the Peace Arch. However if you get into the country there is the fifth amendment, i.e. you cannot be compelled to be a witness against yourself.
Also it's very vague as to what "working" means, things like checking your e-mails at work are incidental, it's down to what an immigration judge thinks at the end of the day.
However sitting in a house in the US with a VPN connection to Canada doing some sort of productive work isn't legal without some form of work authorization.
