Want to move back to Quebec with my US boyfriend

Hi! I'm a Canadian who's been living in the US for 2 years with my US boyfriend under a TN-1 status. We recently got engaged and I decided that there's no place like home, Montreal. So I didn't renew my status and we began the process of having him immigrate to Canada under a common-law spouse status. All our forms are all ready to go (medical exam, fbi criminal check....). My question is, we're still waiting on one state to correct an error on a criminal rap sheet, so I was wondering, since these things can take forever (civil servants), what happens if I send the application in without the rap sheet from the one state and then just include it when its received. I wanted to speed up the process and was wondering if the whole application will get processed and then just be pending the receipt of the rap sheet or whether it won't be looked at at all.

I would assume that the sponsorship application would be processed and then the application for permanent residence which is reviewed afterward would be, and then I'll be informed that the application is missing something and then I can send it in.

Any thoughts?

But I'd suggest do not send it in incomplete. They will do a background check, regardless of the state police checks, so if one is missing, you will definitely just delay the process, or risk an outright denial on the grounds they would suspect you're trying to hide information.

They absolutely will want that piece of paperwork. IIRC they want a criminal history record check from every country he's ever lived in for more than six months.

He's going to need that record corrected anyway because CBSA check NCIC for regular visitors even and that will cause him a separate problem.

i agree with both of you, but was I was thinking was since the 2 applications are pretty much mutually exclusive, maybe it would be good to get the ball rolling on my application to sponsor him despite one omission from the application for permanent residence....I dont know.

You can send in your application to sponsor him yes, but I wouldn't send in his application incomplete.
