When to expect passport after payment?

I mailed in the passport application from the US. The fee for Passport Canada was processed & taken out of my acct on Sept 23. When can I expect to receive the passport? How much longer?

3 weeks from first mailing it in seems to be about the average time I have see on on another forum I partake in. 1.5 yrs ago I sent in in via snail mail and had it back in my possession in 17 days I think.
