It's a little bit easier to get an H-1B with a US master's degree as there is an additional quota for them (20,000), however, it's a lot of costly paperwork and the quota is always oversubscribed, so yes, they are hard to get.
If I were him I'd wait until I'd gotten Canadian citizenship then he can get TN-1 status, which is much easier to get.
If he gets a job with a cross-border company, he'd probably qualify for an L-1B (intra-company transfer) but they're only valid for up to five years.
