1099 is almost never used to pay people who are not US citizens or LPRs. If you were say, in the US on TN-1 and had moved your tax home to the US, then you might get a 1099-INT from your bank, but to get paid on a 1099 as a non-resident alien they've made a mistake because NRAs get 1042-S. The only possible exception for employment income is people with an E visa.
Generally employers want to use this method so they don't have to do social security matching and want to off-load it on to the employee. The IRS hates employers doing this so I'd avoid any employer that wants to do it frankly because they're taking advantage of you.
