Applying for Indian tourist visa, outside Canada ??

I want to visit South Africa to meet my brother first, before he and I make plans together to visit India and fly over there, from South Africa itself.
So how do I apply for an Indian tourist visa, as a Canadian citizen, outside Canada ?

I know how to apply for this Indian tourist visa from within Canada.
